Property History:

The Bridges Master Plan, a ±351-acre parcel, is located within the city limits of Tucson and is bounded on its north edge by 36th Street; on its eastern edge by Kino Parkway (Campbell Avenue); on its southern edge by Interstate 10 and its related interchanges; and on its western edge by Park Avenue. This parcel was formerly owned in its entirety by Sinclair Oil. A cultural resource survey was conducted on behalf of KB Home Tucson, Inc. on October 18-20, 2004. This survey uncovered some of the developmental history of this parcel. From 1912 to 1942 a section of the El Paso and Southwestern (later merged into Southern Pacific) rail system ran through the southern portion of the parcel. The original railway was constructed to connect Bisbee to Benson and later to Douglas, Arizona. Around 1910 the company decided to connect the railroad to Tucson and possibly on to Phoenix. The stretch of railway that traveled through the parcel was removed from service in 1942. The land did not sit vacant for long and in 1945 the parcel was developed into the Tucson Downtown Airport. It was a general aviation airport with two dirt runways and associated buildings. Runways 11 and 16 were respectively named because they bear at 110 and 116 degrees east of true north. Both runways are still identifiable and runway 16 serves as access to the southern portion of the parcel. This airport operated through 1976.

Proposed Land Use Plan:

The Bridges Master Plan is a Planned Area Development (PAD) consisting of ±128 acres of residential development, ±113 acres of commercial development and ±65 acres of research park and hotel development. KB Home in conjunction with Lennar Homes and US Homes will be developing approximately 700 - 750 single family homes. The University of Arizona is proposing educational and research facilities on ±53 acres. Also, a ±12 acre parcel is proposed for hotel facilities. The remaining land is proposed to be set aside for open space and parks. Tucson Retail LLC is proposing up to 1,000,000 square feet of regional shopping.

Commercial Development Team:

Tucson Retail LLC is made up of three (3) entities. Eastbourne Investments Ltd., a New York based development/investment company which will oversee the entire project. Eastbourne recently completed the Gateway Pavilions Shopping Center at the intersection of Interstate 10 and Loop 101 in Avondale (Phoenix), Arizona. This project was anchored by Harkins Theatre, Costco, Circuit City, Marshall’s, Borders, and Bed Bath & Beyond and totaled over 550,000 square feet. Eastbourne’s latest development project is in Stockton, California and was completed in 2006. The project is anchored by Kohl’s, Target, Borders, Bed Bath & Beyond and Ross and consists of over 750,000 square feet. Eastbourne’s other holdings consist of over 27 million square feet of land and over 2.5 million square feet of buildings in ten (10) States.

The second entity is Retail West Properties, LLC based in Boise, Idaho. The firm provides commercial real estate development services to developers, retailers, and affiliated partnerships and develops shopping centers for its’ own portfolio. Retail West Properties, LLC is led by P. Eric Davis. His background includes eleven (11) years with JP Realty, Salt Lake City , Utah, overseeing the development of regional and neighborhood shopping centers in eleven (11) western states. In this role, his duties included overall responsibility for project entitlements, budgeting, scheduling, design, and contract administration from a projects’ initial inception, prior to land acquisition through lease up and grand opening. He started his career in retail development with Homart Development Company, a subsidiary of Sears Roebuck in Chicago, Illinois working in a management capacity on regional and super-regional enclosed shopping centers.

The third entity is Genesis Tucson South, LLC based in Scottsdale, Arizona. Randolph C. Titzck, P.C. heads up Genesis Tucson South, LLC and will be marketing the project through Land Advisors Organization out of Scottsdale, Arizona. Randolph C. Titzck, P.C. has been involved in the leasing and development process on over 100 shopping centers. Recent projects include the Pecan Promenade Shopping Center (±375,000 square feet) in Phoenix, Arizona which is anchored by Target, Ross and Pier One and the Maricopa Marketplace (±160,000 square feet) in the Town of Maricopa, Arizona which is anchored by Fry’s Marketplace.
